Why does Montenegro have its own country code?

Montenegro got +382 as its own country code after formally separating from the state union with Serbia in 2006. Numbers that used to fall under Serbia's system were reassigned to Montenegro's own numbering plan, so a Montenegrin number is never written under +381 today.
