A Kuwaiti phone number is exactly 8 digits, with no area code and no trunk prefix — a flat plan similar to Qatar’s. Mobile numbers start with 5, 6, or 9 (5001 2345); landline numbers start with 2. Converting to international form is pure concatenation: +965 goes directly in front of the same 8 digits, since Kuwait never assigned a leading 0 for domestic dialling.
