How is a 9-digit Azerbaijani number structured?
It's a 2-digit code — a mobile operator prefix or the Baku area code 12 — followed by a 7-digit local number. Both mobile and landline numbers end up 9 digits long after the +994 country code, which is why digit count alone isn't enough to catch every formatting mistake.
What does the domestic 0 do in an Azerbaijani number?
